Job Purpose

The ETDP SETA is seeking a qualified and innovative candidate to fill the role of Learning Programmes Evaluation Coordinator. The successful candidate will coordinate the evaluation of learning programmes for providers seeking accreditation and those accredited by other Education and Training Quality Assurance bodies (ETQAs) offering programmes within the ETDP SETA’s scope. Reporting to the Head of Department, Provider Support and Monitoring, the role involves collaboration with external stakeholders, including the Quality Council for Trades and Occupations (QCTO) and accredited skills development providers. The position is based at the ETDP SETA’s Head Office in Johannesburg.

Minimum Requirements

  • Education:
    • National Senior Certificate.
    • Bachelor’s Degree (NQF Level 7) in Education, Training and Development, Public/Business Management, or Public/Business Administration.
    • Qualification in Total Quality Management, Occupationally Directed Education, Training and Development Practices (ODETDP), or Monitoring and Evaluation.
  • Experience:
    • Minimum of 5 years in a skills development quality assurance environment.
    • At least 3 years in learning programme evaluation processes or material design and approval.
  • Knowledge and Skills:
    • Strong understanding of educational or quality management systems.
    • Knowledge of ETQA processes and QCTO requirements.
    • Familiarity with legislation including the Skills Development Act, National Qualifications Framework Act, Public Finance Management Act, Skills Development Levies Act, and QCTO processes.
    • Expertise in project management principles and implementation.
    • Strong interpersonal skills to manage relationships within the organization and with external clients.
    • Proficient in data analysis (quantitative and qualitative) and report writing.
    • Excellent communication (verbal and written), presentation, and facilitation skills.
    • Strong organizational and planning abilities.
    • Advanced computer literacy (MS Word, Excel, PowerPoint, Outlook) and data management.
  • Other:
    • Valid driver’s license and willingness to travel.

Duties and Responsibilities

  • Establish and manage a panel of external learning programme evaluators, coordinating their initial training and ongoing professional development.
  • Oversee the work of external evaluators to ensure quality and compliance.
  • Ensure learning programmes submitted by skills development providers meet ETDP SETA’s evaluation and approval criteria.
  • Facilitate effective evaluation for providers accredited by other ETQAs offering programmes within the ETDQA scope.
  • Submit recommendations for programme approval to the Head of Department for Quality Assurance Committee ratification.
  • Liaise with internal and external stakeholders on learning programme processes.
  • Collaborate with quality assurance officials to support skills development providers in a developmental manner.
  • Conduct workshops to guide providers on learning programme design and development.
  • Maintain a comprehensive database of providers seeking programme evaluation, tracking progress and renewal requirements.
  • Re-evaluate resubmitted programmes and report on outcomes.
  • Investigate complaints, appeals, and irregularities, escalating to the Head of Department as needed.
  • Provide regular reports and recommendations to the Head of Department and support presentations to the Quality Assurance Committee.
  • Maintain accurate evaluation records in line with ETDQA policies.
  • Support monthly and quarterly reporting processes.
  • Manage a database of learning programmes.
  • Perform additional duties as assigned.
